Overview of the AIDS Epidemic and the Response in Quezon City

With more than 2.6 million residents, Quezon City is the largest city in the Philippines (by population) and has been classified by PNAC as one of the country’s 22 highest priority areas for accelerated HIV interventions. There are numerous entertainment establishments in the city and it is home to the largest concentrations of key affected populations (KAPs) in Metro Manila. The 2011 IHBSS indicated HIV prevalence in Quezon City among RFSW at 0.33%, among FFSW at 0.34% and among MSM at 5.56%, which is significantly higher than the national HIV prevalence for MSM (2.16%). Prevalence figures are not available for PWID, of whom there are fewer than 300 in Quezon City, according to the most recent population size estimates. The epidemic is currently being driven by male to male sex, which accounted for 52% of HIV cases reported in 2011.[1] Quezon City has had an active HIV response since the 1990s and was one of the original HIV sentinel sites in the DOH’s AIDS Surveillance and Educational Project (ASEP), supported by USAID. The AIDS program in Quezon City is fully supported by the City Government through the City Health Department, which has shown a high level of leadership. The incumbent City Health Officer was formerly in charge of the AIDS Program and therefore has an in-depth understanding of the epidemic and is very engaged in the response. As such she has been proactive in seeking additional resources/funding and other support for the program. Currently, Quezon City Health Department delivers STI and HIV services through three Social Hygiene Clinics that cater mostly to FSW, with one also operating extended hours (‘Sundown clinic’) to cater specifically to MSM. A fourth SHC/Sundown clinic will open in 2014. SHCs are supported by the LGU, with some support from the central government and Global Fund for HIV test kits.

Service Delivery Network for People Living with HIV (SDN for PLHIV)

In December 2013, Mayor Bautista signed a Memorandum of Understanding (MOU) with different Stakeholders creating the Service Delivery Network for PLHIV in Quezon City. This is to establish an effective mechanism that will ensure access to quality and timely delivery of services for PLHIV in Quezon City. More than 13 external partners have signed the agreement to be part of this initiative. Since then, monthly meetings were held, centre of the discussions were how to improve referrals of services between Klinika Bernardo and partners from within the local government and external health facilities. These referrals include management of dermatologic conditions, cases that need hospital confinement, social services like enrolment to Philhealth, Disability Cards and livelihood assistance. SDN members identified focal persons that is responsible in receiving and sending referrals to partner facilities. With increasing number of PLHIV under the care of Klinika Bernardo, a range of cases were tackled and limitations of the current services within the network were recognized. With this a much needed expansion of the membership of the SDN is planned to include more community-based organisation, legal support, facilities that can handle PLHIV pregnant mothers and others. The expansion will also include Diagnostics Laboratory who doing HIV Testing. This is to properly link cases of HIV diagnosed in this facilities. Addressing health concerns of PLHIV on treatment will prevent unnecessary loss of life

Quezon City passes mental health care ordinance

The local government of Quezon City has passed an ordinance that aims to uphold residents' right to mental health care and to encourage mental health awareness among the public. The Community Based Mental Health Program of 2015 was approved on the third and final reading during the 77th regular session of the Quezon City Council on October 19. According to a copy sent by the legislative division of the Quezon City Council to GMA News Online, the ordinance's objectives are the following: to promote a shift from a hospital-based system to a strengthened community-based mental heath care delivery system; to reorient and modernize existing health facilities; to integrate mental health care into the general health care delivery system; to prevent, treat, and control mental illness at all levels and rehabilitate persons with mental disability; to provide access to comprehensive health care and treatment to ensure a well-balanced community-based mental health program and hospital care and treatment; to establish a multi-sectoral joint network for the identification and prevention of mental illness or disability and the management of mental health problems among vulnerable groups in the population, including include those affected by overseas employment, children, adolescents, elderly, and those who are in need of special protection like survivors of extreme life experiences and violence; to promote the mental heath of the people through a multi-disciplinary approach that covers health, education, labor and employment, justice, and social welfare; to develop coping mechanisms and strategies vital to recovery; and to assist patients to have a productive, quality, and livable lives. By strengthening a community-based mental health care system, the local government of Quezon City believes that it will be more accessible to its residents. With this shift, the ordinance also pushes for capacity-building, reorientation, and training of local health workers, teachers, and different sectors of the community through the help of professionals and experts. The ordinance was introduced by Councilors Anthony Peter Crisologo, Eufemio Lagumbay, Jessica Castelo Daza, and Allan Benedict Reyes. The amount of P7,498,850 from the Quezon City Health Department's budget is expected to be allotted to the implementation of the ordinance.

Awarding of winners of the HIV Poster Making Contest among High School Students in Quezon City.

Last June 21, 2016. the Local Health Board of Quezon City, headed by our Honorable Mayor Herbert M. Bautista, unanimously approved a resolution on the Adoption of the “Reference Material on HIV, AIDS and STI for High School Students in Quezon City” to be used in allpublic schools in QC. This is a pro-active response of the City Government in the increasing number Adolescent practicing risky behaviour. The goal of the reference material is to help Teachers teach with confidence and accuracy regarding HIV and AIDS prevention and will aim to increase knowledge on HIV prevention among high school students. This is the first time in the country that such measures are being undertaken. Thanks to the support of our Mayor Herbert Bautista, City Health Department, Division of City Schools and The Department of Health. The “Reference Material on HIV, AIDS and STI for High School Students in Quezon City was PILOTED in 4 schools, Batasan National High School, Commonwealth High School, Culiat HS and Ramon Magsaysay HS. The roll out was followed by a poster making contest among grade 8 students in this schools after they have finish studying the reference material. The Theme of the Poster Making Contest is: High School Students leading the way to HIV Prevention and Control.” Winners were awarded during the flag raising ceremony last September 26, 2016. No less than Mayor Herbert M. Bautista, with Vice Mayor Joy Belmonte, Coun. Marra Suntay and Dr. Verdades P. Linga awarded the winners. The grand prize winner received 7,500 pesos worth of gift certificate while 3 consolation prizes worth, 2,500 pesos each were given to 3 participating schools. The winners were; JakelouRasay, Denise Sedurante and Franchesca Sode , grand winners from Culiat High School, Rodrigo Aquino, consolation prize from Commonwealth High school, Kaizen Vicente, consolation prize from Batasan National High school and John Denmark Afable, consolation prize from Ramon Magsaysay High School.

Quezon City International AIDS Candlelight Memorial 2018

The Local Government of Quezon City recently held the 37Th International AIDS Candlelight Memorial (IACM) last May 21, 2018, at the Quezon City Covered Walk. This year’s theme “Reflecting our Past, Preparing for our Future” is timely call to action not only for people living with HIV but to all of us. A yearly global event, IACM commemorate those we who lost because of the epidemic. On this event we showed solidarity to those living with HIV and AIDS and their family, a chance to raise awareness on HIV prevention, to talk about HIV and AIDS related stigma and discrimination against our key population which include men having sex with men (MSM), people who inject drugs (PWID), sex workers and young people. Quezon City held the IAMC in solemnity as they started the event with a mass, followed by the words of appreciation from Dr. Judy Martinez, City Health Officer II, Dr. Stanley Roy Carascal from the Department of Health – National Capital Region and Dr. Lloyd Norella from the Save the Children Philippines. They all recognized the highe level polical support to the HIV program of Quezon City. They acknowledge the proactive leadership Mayor Herbert. M. Bautista in managing the HIV epidemic in the city. Special songs were rendered by John Benedict Serafico, Himig ng Bayan – Quezon City 2018 champion from the Barangay Communications Relations Department. This was followed by a real life testimony of JM and Ms. Simone. Both of them shared their experiences as a person who is living with having HIV. From the day they got infected with the virus, their life difficulties, until the day they recovered and fought back. They thank the Quezon City Health Department for giving them hope as a peer educators and HIV advocates. Last part of the event was the Lotus Ceremony, led by the Pinoy Plus Inc. The lotus ceremony centered on the quilt being unfolded as the people watch and listen to the names of those we lost to this epidemic. With almost 400 participants, led by Dr. Judy Martinez, UNAIDS, World Health Organization Philippines representative, DOH-NCR, DOH- Epidemiology Bureau, Save the Children and other organizations, together they offer prayers and lighted candles on the red ribbon and around the quilt. The Development and Utilization of a Local AIDS Investment Plan The Quezon City Investment Plan (2012-2016) for HIV and AIDS was intended to provide the direction and estimated investment requirements for the AIDS program, indicating the critical interventions as well as the resource requirements to implement them. It was also intended to be used as an advocacy tool for mobilizing resources not only from within the local government but also from national government, the private sector and other potential development partners of Quezon City. This report presents the element above and includes an analysis of factors that facilitated and hindered both the process and the subsequent utilisation of the Investment Plan, and provides recommendations for the Quezon City ADS Program on the future enhancement and utilization of the Investment Plan as well as recommendations for other local administrations considering embarking on a similar process. The Cities Report Urban areas are also home to millions of people who have fallen through the cracks of social, political and economic life. People who lack access to education, health services and prevention measures face significantly higher health risks. Under these social conditions, many diseases including HIV spread more quickly. Additionally, poor sanitation and crowding foster the spread of tuberculosis, which is the leading cause of death among people living with HIV. Cities need to address their significant disparities in access to basic services, social justice and economic opportunities. Using a Fast-Track AIDS response, cities can improve social equality for people affected by HIV and those living with the disease, while also addressing related public health challenges in new and innovative ways to prevent disease.

Service Delivery Network for People Living with HIV (SDN for PLHIV)

The Service Delivery Network for People Living with HIV (PLHIV) in Quezon City was established last December 2013 with goal of providing the highest quality care, treatment, assistance and protection to all PLHIV, their children and affected families. With this goal, the SDN will facilitate health and psychosocial services to improve their quality of life. The needs of people living with HIV, their children, and affected families span the continuum of treatment, care and support, encompassing, among others, the medical, psychosocial, economic, legal and spiritual domains and end of life care. No single agency can respond to the entire need of people living with HIV, given the wide range of services they need. Previous consultations conducted by the Department of Social Welfare and Development (DSWD) also identified various gaps in programs and services for people living with HIV. Some agencies are not aware of their roles and/or responsibilities as stakeholders and are not willing to accommodate people living with HIV. There are few residential facilities accepting people living with HIV. Skills training and livelihood opportunities are also limited. Some service providers are not equipped with the knowledge, attitude and skills in handling or managing people living with HIV. Funding for HIV and AIDS programs are also low, affecting the services’ continuity and sustainability. Consequently, referrals are not frequently made or received from among these stakeholders. Because receiving agencies do not provide feedback on the services provided including the outcomes of these referrals, monitoring the status of the people living with HIV clients has become difficult, resulting to very limited data on clients under treatment. The DSWD consultations also showed the absence of a coordinating body at the local level, including permanent focal persons on HIV and AIDS, in the service delivery agencies/organizations. Quezon City prioritized the strengthening of an HIV Service Delivery Network, in recognition of the importance of providing a continuum of treatment, care and support services and adequately meeting the needs of people living with HIV. It will link identified referral sites/ service providers to facilitate collaboration and coordination and maximize use of resources in responding to service delivery gaps. The localized HIV Service Delivery Network will potentially increase access of people living with HIV to needed services, helping them live normal and productive lives and significantly contribute to their family and community. The Service Delivery Network for People Living with HIV in Quezon City is a cooperative framework through which stakeholders fulfill their obligations to protect and promote the rights of people living with HIV, their children, affected families, and significant others by coordinating strategic partnership with civil society and government service delivery agencies. It ensures a referral relationship between all levels of the concerned stakeholders and guarantees that people living with HIV, including their children and affected families, receive the best possible treatment, care and support services. Thus, the Service Delivery Network’s main purpose is to provide an effective mechanism that will ensure access to a quality and timely delivery of services

The Quezon City government has supported the initiative of Greenpeace Philippines in urging public schools and government offices to promote healthier plant-based meals. “Public institutions are some of the biggest purchasers of industrial meat. By encouraging them to serve less and better meat, and more plants in their canteens and during meetings and events, we reduce bulk demand for meat,” Virgina Benosa-Llorin, Greenpeace Philippines’ Food and Ecological Agriculture campaigner said. Dr. Verdades Linga the city’s Health department chief also called on city government employees to practice what this advocacy preaches. A food truck was sent to city hall to prepare plant-based siomai, gyoza, and siopao for city employees, while the People’s Food Movement gave away baskets of vegetables to city officials. According to the report of Greenpeace International, global meat and dairy production and consumption must be halved by 2050 to avoid dangerous climate change. Llorin said there is a need for people to reduce their excessive intake of meat and increase the consumption of plant-based food to help preserve thee environment. In 2012, the Quezon City Council passed City Resolution 5596-2012 that calls for a “Luntiang Lunes” (Green Monday) to promote more vegetable consumption and other healthy food every Monday among City Hall employees, public school students, and residents of the city’s barangays (villages). Introduced by former Councilor Jessica Castelo-Daza, the resolution is patterned after the United States’ Meatless Monday that aims to improve the nutritional intake of residents. Further, Llorin expressed fondness for the city, as it undertakes a “Joy of Urban Farming” program that adopts the idea of people cultivating their own food to provide families with a safe and healthy diet. “‘Yung Greenpeace kasi natutuwa at dito sa Quezon City, mayroon kayong program na Joy of Urban Farming. Quezon City hosted the first ever AIDS HOUR in country and in the world last May 14, 2016, between 6 to 7 in the evening. Held at Quezon Memorial Circle the AIDS HOUR 2016 aimed to create noise and promote HIV awareness through people engagement and participation. The event coincides with the commemoration of International AIDS Candlelight Ceremony, remembering those who died because of AIDS. Mayor Herbert M. Bautista gave the welcome message, stressing the importance of local government participation in ending this epidemic. He also led the lighting of candles around the red ribbon setup at Liwasang Aurora, the 1,675 candles represent the number who died from AIDS as of March 2015. Together with Department of Health, The Red Ribbon, Inc, Shell Foundation, representatives from other LGUs, Hospitals, Universities and Community-based Organization and Dra. Verdades Linga, pressed the button ending the AIDS HOUR and started a spectacular laser show that transformed the 66m Quezon Memorial Tower into candle like structure. On top of the tower a blast of light illuminated the park and was seen from neighboring areas. This represents HOPE and SOLIDARITY of the local government of Quezon City with people affected by HIV and AIDS in our country said Dr. Rolly Cruz, HIV Program Coordinator.

Quezon City International AIDS Candlelight Memorial 2018

The Local Government of Quezon City recently held the 37Th International AIDS Candlelight Memorial (IACM) last May 21, 2018, at the Quezon City Covered Walk. This year’s theme “Reflecting our Past, Preparing for our Future” is timely call to action not only for people living with HIV but to all of us. A yearly global event, IACM commemorate those we who lost because of the epidemic. On this event we showed solidarity to those living with HIV and AIDS and their family, a chance to raise awareness on HIV prevention, to talk about HIV and AIDS related stigma and discrimination against our key population which include men having sex with men (MSM), people who inject drugs (PWID), sex workers and young people. Quezon City held the IAMC in solemnity as they started the event with a mass, followed by the words of appreciation from Dr. Judy Martinez, City Health Officer II, Dr. Stanley Roy Carascal from the Department of Health – National Capital Region and Dr. Lloyd Norella from the Save the Children Philippines. They all recognized the highe level polical support to the HIV program of Quezon City. They acknowledge the proactive leadership Mayor Herbert. M. Bautista in managing the HIV epidemic in the city. Special songs were rendered by John Benedict Serafico, Himig ng Bayan – Quezon City 2018 champion from the Barangay Communications Relations Department. This was followed by a real life testimony of JM and Ms. Simone. Both of them shared their experiences as a person who is living with having HIV. From the day they got infected with the virus, their life difficulties, until the day they recovered and fought back. They thank the Quezon City Health Department for giving them hope as a peer educators and HIV advocates. Last part of the event was the Lotus Ceremony, led by the Pinoy Plus Inc. The lotus ceremony centered on the quilt being unfolded as the people watch and listen to the names of those we lost to this epidemic. With almost 400 participants, led by Dr. Judy Martinez, UNAIDS, World Health Organization Philippines representative, DOH-NCR, DOH- Epidemiology Bureau, Save the Children and other organizations, together they offer prayers and lighted candles on the red ribbon and around the quilt. The Development and Utilization of a Local AIDS Investment Plan The Quezon City Investment Plan (2012-2016) for HIV and AIDS was intended to provide the direction and estimated investment requirements for the AIDS program, indicating the critical interventions as well as the resource requirements to implement them. It was also intended to be used as an advocacy tool for mobilizing resources not only from within the local government but also from national government, the private sector and other potential development partners of Quezon City. This report presents the element above and includes an analysis of factors that facilitated and hindered both the process and the subsequent utilisation of the Investment Plan, and provides recommendations for the Quezon City ADS Program on the future enhancement and utilization of the Investment Plan as well as recommendations for other local administrations considering embarking on a similar process. The Cities Report Urban areas are also home to millions of people who have fallen through the cracks of social, political and economic life. People who lack access to education, health services and prevention measures face significantly higher health risks. Under these social conditions, many diseases including HIV spread more quickly. Additionally, poor sanitation and crowding foster the spread of tuberculosis, which is the leading cause of death among people living with HIV. Cities need to address their significant disparities in access to basic services, social justice and economic opportunities. Using a Fast-Track AIDS response, cities can improve social equality for people affected by HIV and those living with the disease, while also addressing related public health challenges in new and innovative ways to prevent disease.

The Public Health Service (GGD) is launching the Amsterdam PrEP project (AMPrEP): a demonstration project regarding PrEP implementation for HIV prevention among gay men and transgender people in Amsterdam. PrEP is a pill containing HIV medication that prevents HIV infection and is for people who are not infected with HIV but may be at increased risk of becoming infected. Aim of this project is to investigate how many men would want to use PrEP, how consistently tablets are taken, how they experience using PrEP and whether PrEP use changes their use of condoms. This is the first time research into PrEP will be conducted in the Netherlands and the first time worldwide that participants in a pilot project are given a choice between daily PrEP or PrEP according to an established schedule before and after sex without a condom. Recent international research shows that PrEP is highly effective: new HIV infections decrease by 86%.

HIV epidemic profile of QC

With more than 2.6 million residents, Quezon City is the largest city in the Philippines (by population) and has been classified by PNAC as one of the country’s 22 highest priority areas for accelerated HIV interventions. There are numerous entertainment establishments in the city and it is home to the largest concentrations of key affected populations (KAPs) in Metro Manila. The 2011 IHBSS indicated HIV prevalence in Quezon City among RFSW at 0.33%, among FFSW at 0.34% and among MSM at 5.56%, which is significantly higher than the national HIV prevalence for MSM (2.16%). Prevalence figures are not available for PWID, of whom there are fewer than 300 in Quezon City, according to the most recent population size estimates. The epidemic is currently being driven by male to male sex, which accounted for 52% of HIV cases reported in 2011.[1]Quezon City has had an active HIV response since the 1990s and was one of the original HIV sentinel sites in the DOH’s AIDS Surveillance and Educational Project (ASEP), supported by USAID. The AIDS program in Quezon City is fully supported by the City Government through the City Health Department, which has shown a high level of leadership. The incumbent City Health Officer was formerly in charge of the AIDS Program and therefore has an in-depth understanding of the epidemic and is very engaged in the response. As such she has been proactive in seeking additional resources/funding and other support for the program. Currently, Quezon City Health Department delivers STI and HIV services through three Social Hygiene Clinics that cater mostly to FSW, with one also operating extended hours (‘Sundown clinic’) to cater specifically to MSM. A fourth SHC/Sundown clinic will open in 2014. SHCs are supported by the LGU, with some support from the central government and Global Fund for HIV test kits. Quezon City Health Department has pioneered a number of initiatives in the country response. With assistance from FHI, it developed a local Service Delivery Network that facilitates referrals across several hospitals and NGOs; in 2009 it became the first local Health Department in the country to offer provider-initiated HIV testing and counselling in TB-DOTS centers (2009); it was the first LGU to hire peer educators to expedite service delivery to MSM (2010); and the first to set up clinic services specifically to meet the needs of MSM (the Sundown Clinic, established in 2012). It is now in the process of setting up satellite ARV treatment hubs, which will operate through two Sundown clinics. The AIDS program has benefited from high-level political commitment from both the executive and legislative branches of the local government (see Box 1). This is demonstrated through their response to requests for funding; willingness to facilitate access to funding from a variety of sources such as the LPRAP[2] and Gender and Development funds, which are available to local authorities up to the Barangay level; the issuance of local ordinances that directly or indirectly support the AIDS response; and the approval of innovative approaches such as the hiring of peer educators, the opening of a Sundown clinic for MSM and allowing NGOs to use SHC facilities. The LGU’s willingness to engage civil society organisations as partners in the response may have been influenced by the strong tradition of student activism (through the University of the Philippines – Diliman Campus in Quezon City), NGOs and community mobilization in Quezon City. Other examples of the City’s support include the use of Mayor’s Funds to establish the Quezon City Pride Council, which is led by LGBTs. The 1998 AIDS Law stipulates that every LGU in the country should have an AIDS council, supported by contributions from each of the member departments. The Quezon City STD and AIDS Council (QCSAC), established in 1999, is tasked with setting the direction of and coordinating AIDS and STD prevention programs in the city that are implemented by the LGU and non-government organizations. Alongside the Quezon City Health Department, the QCSAC formulates policies and guidelines, and coordinates activities and funding for the AIDS response. Members include all departments and offices of the city government, the Philippine Red Cross, CSOs (including organizations serving key affected populations) and others. It is chaired by the Mayor, with the Head of the City Health Department as the co-chair. The QCSAC aims to be a model AIDS council, with a defined budget from each department, however small. The Council meets every month, and minutes go to the Mayor, department heads, stakeholder organisations, etc. Many, if not all, of the NGO implementers/partners are invited to the monthly QCSAC meetings even if they are not members. All implementers and development partners are invited to an annual HIV/AIDS program implementation review (PIR) to evaluate progress and plan for the next cycle. As of the beginning of 2014, this will take place on a quarterly basis. Quezon City has issued a number of local ordinances in support of the AIDS response, the first of them predating the 1998 AIDS Law. The key ordinances are: Ordinance SP-380, S-95 1996: institutionalized Quezon City’s prevention campaign against HIV, AIDS and other sexually transmitted diseases. Ordinance SP-838, S-99 1999: formed the Quezon City STD/AIDS Council (QCSAC), defined its functions and membership, as part of the City’s response to the emerging threat of HIV, AIDS and other STD. Ordinance SP 1053, S-2001, or the Quezon City AIDS Prevention and Control Ordinance: strengthened the QCSAC by giving it a mandate to ensure the comprehensive implementation of five STD/HIV/AIDS Prevention Policies, including the availability of prophylactics and other information materials in all registered entertainment establishments. Ordinance SP-2210, S-2013, “an ordinance prohibiting all forms of discrimination of workers perceived or suspected or even found to be positively infected with HIV in workplaces within the territorial jurisdiction of Quezon City.” A review of Ordinance 1053 in 2011 by ACHIEVE for the Local Government Academy, with UN support, found several shortcomings in the implementation of its major provisions.[3] Moreover, there may be a need to update the legislation (which focused on HIV prevention among FSW) to better reflect the changing profile of the epidemic in Quezon City. Following PNAC’s identification of Quezon City in 2012 as one of the areas to be prioritized for an accelerated HIV and AIDS response, the City became a focus for intensified technical assistance and capacity development under the UN Joint Programme on AIDS, facilitated by UNAIDS and a number of its co-sponsors. In 2012, PNAC nominated Quezon City as the Philippines’ participant in the ASEAN Cities Getting to Zero initiative (based on criteria that included epidemic burden, available epidemiological, programmatic and policy information, and potential for good-neighbor influence among other priority areas), and in 2013 implemented a Rapid Assessment Survey as an initial step in strengthening the localization of AIDS responses among LGUs.

MANILA -- Quezon City Mayor Herbert Bautista on Monday signed an ordinance providing free and complete doses of anti-rabies immunization to city residents. Authored by Councilor Diorella Maria Sotto, City Ordinance 2682-2018 is in compliance with the National Rabies Prevention and Control Program (NRPCP) under Section 7 of Republic Act 9482, or the “Anti-Rabies Act of 2007”. “It is the objective of the QC government to ensure uninterrupted supply of human rabies vaccine for effective management and reduction, if not elimination, of human rabies deaths in Quezon City,” the ordinance said. The Quezon City local government will provide free anti-rabies immunization and tetanus toxoid immunization as well as medicines and complete rabies exposure management such as wound care and counseling to residents who are already infected with the virus. It shall also adopt the provision of the NRPCP for pre-exposure prophylaxis to high risk patients and post-exposure prophylaxis to animal bite victims and to persons exposed to rabies. The Quezon City Health Department will formulate the implementing rules and regulations of the ordinance. City residents who wish to avail of the free anti-rabies immunization must present to the Quezon City Animal Bite Center at least two valid proofs of their residency such as voter’s ID/certification, postal ID and latest billing of Meralco, Maynilad and Manila Water. Quezon City to host National HIV Testing Week

As part of the 75th Diamond Jubilee celebrations, the Quezon City government will host the National HIV Testing Week, highlighted by a motorcade on May 11 and the annual “AIDS Candlelight Ceremony” on May 15, which aims to promote HIV/ AIDS testing to the public. The five-day event will be conducted in collaboration with the Department of Health (DOH) and the Philippine National AIDS Council. Seventeen (17) local government units of the National Capital Region, including the 142 barangays of Quezon City and various offices of the city government, nongovernment organizations and HIV/AIDS support groups are expected to participate in the event. On May 11, the Department of Health and the Quezon City Health Department will lead participants in a motorcade along Visayas and Congressional Avenues, which will end at the Liwasang Aurora in the Quezon Memorial Circle. A program will be held for the launching of the HIV mobile van in Quezon City which will include free HIV counselling and testing. ABS-CBN star Robi Domingo and actress Rufa Mae Quinto will host the program, which will feature entertainment numbers by guest performers and a fashion show. The popular rock band, Aegis, was also invited to perform during the program. DOH Undersecretary Vicente Belizario, Mayor Herbert M. Bautista, and leaders from other LGUs and various organizations are expected to attend the event. As a culminating event to the week-long activity, the Philippine National AIDS Council, in collaboration with Pinoy Plus Association, Inc. will spearhead the “2015 AIDS Candleligh Memorial Observance” on May 15, which will be held at Liwasang Aurora, at the Quezon Memorial Circle.

Inauguration of New Building for Batasan Social Hygiene Clinic and Klinika Batasan

As part of the Public Health Modernization Program (PHMP) and with a proven and effective intervention on how to bring HIV services to the community, the Quezon City Government and Mayor Herbert M. Bautista together with the Quezon City Health Department inaugurated a new modern 3-story building for Batasan Social Hygiene Clinic and opening of Klinika Batasan last May 8, 2018. These clinics are located at #1 IBP Rd. Brgy. Batasan Hills, Quezon City, which opens at 8:00pm to 11:00pm and primarily caters to fun establishment-based workers and other key population. The extended operational hours of Klinika Batasan will cater to males who cannot go during the regular clinic hours of the clinic. Mayor Herbert M. Bautista said that investing in infrastructure that is accessible to key population is a proven strategy. The success of Klinika Bernardo and the other 5 similar clinics being operated by the local government unit of Quezon City demonstrate this strategy. Then he highlighted, it should also be complimented with sufficient and effective human resources. He intend to increase the salary for the entry level medical staff so they will be encourage to work in public health.

Based on the 2010 Census, there are 277,131 males and females between 15 to 19 years old in Quezon City (QC), comprising 10% of the city’s total population. However, data from the 2015 Integrated HIV Behavioral and Serologic Surveillance (IHBSS) show that this valuable age group is at risk for HIV infection. Our efforts, together with local and national partners, to provide HIV services to key affected populations have demonstrated positive impact. in the 2015 IHBSS results, showed that there is plateauing HIV prevalence among Males who have Sex with Males (MSM) 20 years old and above who practice anal sex. This is also true in the HIV/AIDS & ART Registry of the Philippines (HARP) which reflects an increasing number of people from Quezon City aged 15 to 19 years old, being diagnosed with HIV. In addition, that HIV risk start when key affected populations are still minors, yet practice of protective behaviors start later. Among MSM, the median age of first sex is 16 years old but condom use only start at 18 years old. In a self-risk assessment conducted among grade 8 students in 4 High School in Quezon City revealed that 3% (111) among the more than 4 thousand students who participated in the assessment had sexual risk behaviour. And almost half have not though of using condom. Multiple sex partner, substance and alcohol abuse, and sex work are among compounding risk behaviours. With this situation presented to the Mayor, the marching order is to improve current HIV education in all public schools in Quezon City. An HIV intervention framework for young people in QC was done. This resulted in development of a Reference Material for HIV, AIDS and STI for High School students in Quezon City. And on June 2016, the Local Health Board unanimously approved through a resolution the pilot testing of these reference material in Batasan High School, Commonwealth High School, Culiat High School and Ramon Magsaysay High School. The pilot implementation was successfully done last August 2016. The result had increase knowledge of students on HIV prevention form 48% to 68%. Because of this the Mayor and the local health board decided on full implantation in all 46 High Schools in Quezon City by June 2017. With this decision is the approval of the budget needed for the implementation.

QC’s Digital Health Program to Hasten Access to Maternal, Newborn Health Services

The Quezon City Government moved to facilitate access to maternal and newborn information as it launched an “online information exchange database” aimed at allowing the city’s health centers to gain access to the medical records of mothers who gave birth at private lying-in clinics for faster delivery of health services.

The program, called the Seal of Excellence Plus (SOE Plus), is expected to eliminate delays in accessing information about mothers and infants and ensure quicker response or delivery of health services such as immunization or vaccination of newborn.

        Mayor Herbert M. Bautista said during the 5th Maternal and Neonatal Health Summit at Sequioa Hotel that the most important objective of SOE Plus is to protect the mothers, pregnant women and their children by ensuring their safety and the quality of service provided by private lying-in clinics in terms of maternal and child care.

The move also aims to reduce the number of death among mothers and infants, in line with the United Nations Sustainable Development Goals (UNSDG).

SOE Plus Program

     The program requires private lying-in clinics in the city to submit the medical records of mothers who give birth at their clinics and data on their infants to the city’s health centers.

Using a computer application developed by the Information Technology Development Office (ITDO), the medical and health information are encoded and transmitted online to the city health center.

       The information would enable the city’s health centers to identify and locate the mother and her newborn in an area and provide them the health services they needed.

        The SOE Plus complements the city’s policy on private lying-in clinics, called the Seal of Excellence, which was implemented last year. The Seal of Excellence program, undertaken in partnership with United Laboratories Inc. (Unilab Inc.), monitors and recognizes private lying-in clinics which have fully complied with the standards set by the Department of Health (DOH), PhilHealth, and the city’s regulations. At least 44 private lying-in clinics were given awards for meeting the quality healthcare standard.

In addition to these programs, the city health department also presented a website to help mothers locate the nearest quality lying-in clinics in their areas or near their residences.

        Aside from facilitating health services, the data recording aspect of the SOE Plus would also help the city government in creating plans on health policies, such as the quick registration of newborns.

        Mayor Bautista said that the city government is looking into expanding the online database to include hospitals in the city to allow doctors to have immediate access to medical records in cases of emergency.

        The mayor said the city could adopt the same strategy for other health services especially for senior citizens clinics, therapeutic clinics, chemotherapy clinics, or dialysis centers, if the Seal of Excellence proves successful.

QC Pride Council to Hold LGBT Pride March

 

The Quezon City Government, together with the QC Pride Council, held a press conference last November 21 in preparation for this years’ Pride March with the theme Pride in QC: Safe and Free on December 9, 2017 at Tomas Morato in front Rembrandt Hotel. The event will showcase the most anticipated LGBT Pride March and fashion show of different communities that belong to the LGBT. This program aims to strengthen the city’s commitment in upholding the rights of all people including the LGBT community.

Last 2013, QC Mayor Herbert Bautista created the Quezon City Pride Council (QCPC) to integrate the LGBT community in the city government’s programs. QCPC is the committee in charge of the implementation of the Gender Fair City Ordinance. This is also part of Mayor Bautista’s commitment to protect the rights of his constituents especially the LGBT community.

Author and Sponsor of the Gender-Fair City Ordinance Councilor Lena Marie “Mayen” Juico of District 1 discussed the 2003 QC Ordinance No. 1309 which prohibits discrimination against homosexuals in the workplace. She says that having a gender-free community makes Quezon City as the Most LGBT Friendly City in the Philippines. The ordinance will not only penalize people or organization who denies services because of their sexual orientation and gender identity but it will also ban verbal or non-verbal ridicule in the same discriminatory manner.

To date, Quezon City is the first city with comprehensive Gender Fair Act that includes the inclusion of the LGBTs in education, employment, delivery of goods and services, and fair accommodation to everyone.

QC Health Department Garners Several DOH Awards For Excellence

On September 27, 2017, the Quezon City Health Department received multiple awards from the Department of Health (DOH) for its exemplary Local Health System and innovations in providing health services to QC constituents. Under the leadership of Mayor Herbert Bautista and City Health Officer Dr. Verdades Linga, the QC Health Department was recognized for its efforts in improving health care delivery to the people of QC.

The QCHD garnered 7 awards in the over 1 Million Population Category - including a Plaque of Appreciation “for its commitment and support in strengthening the health systems within the National Capital Region (NCR) for better health outcomes and quality of life of Metro Manilans.  Aside from the recognition of the QCHD local health system services, they also received the Outstanding Local Government Unit for unparalleled performance and innovations in the implementation of the National AIDS/STI Prevention and Control Program in NCR, the implementation of the National Blood Services Program, the  implementation of the Dangerous Drug Abuse Prevention and Treatment Program, the Purple Ribbon Award for exemplary practices in the implementation of the Reproductive Health and Family Planning Program, and the exemplary performance in the achievement of program goals and targets of the National Tuberculosis Control Program.  

Mayor Herbert Bautista expressed his appreciation for the efforts of Dr. Marizel Wong and Ms. Felisa Tang of the Tuberculosis Program, Dr. Rolando Cruz of the AIDS/STI Prevention and Control Program, Dr. Mary Rochelle Paulino of the Blood Services Program, Dr. Esperanza Anita Arias of the Reproductive Health and Family Planning Program, and the Vice Mayors Office for the Dangerous Drug Abuse Prevention and Treatment Program.  The QCHD Program Heads under the CHO Dr. Verdades Linga has taken steps to foster innovation in each of their initiatives which is pursuant to their vision - "Health for All, and Health in the Hands of the People".

Bautista in his message said that, these clinics are for those not only who wants to know their HIV and other STI concern but also for people living with HIV who needs medication or treatment. He also highlighted his plan for investing in a Senior Citizen Center which will cater for senior citizens living with HIV who were abandoned by their families. It will not only serve as home for them but will also provide necessary HIV services and other medications. Mayor Herbert, reiterated that People Living with HIV should not worry as Quezon City Government will be at their side and ready to support for their needs.

Peer Education Program, another first in the country.

In order to have a safe place for our clients particularly among MSM, we have hired Peer Educators who themselves are part of the MSM and PLHIV community. Friendly staff have won the trust of their clients and provided a stigma and discrimination free facility for them. Our peer educators , who are now increased to 31, were effective in bringing in clients through their social media circles and outreach activities in cruising sites. We have also utilised them as peer counsellors during HIV counselling and testing.

Because of this, Mayor Herbert M. Bautista signed this year EXECUTIVE ORDER NO. 5,S-2016, An order instittionalizing ‘Peer Education” as a strategy for strengthening the City’s STI, HIV and AIDS prevention and control program especially among key affected population”. This is recognition of the efforts and contribution of our peer educators as an integral part of our HIV response. We are now in the process of drafting the Design and Manual of Procedures for our Peer Education in Quezon City.

We have also taken steps to address broader structural barriers to effective HIV responses, including through passing of the local Ordinance No. Sp-2357, S-2014, “An ordinance providing for comprehensive anti-discrimination policy on the basis of sexual orientation, gender identity and expression (SOGIE)” and “Ordinance No. SP-2210, S-2013, “Prohibiting all forms of discrimination of workers perceived or suspected or even found to be positively infected with Human Immunodeficiency Virus (HIV) in workplaces within the jurisdiction of Quezon City.”

The political leadership of Quezon City Government has recognised that Gender equality and optimal health of citizens is a precondition of good governance. With its desire to operationalize the affirmative acts on Health of the Gender Fair Ordinance, QCHD together with its development partners has come up with initiating a Transgender Health Program that will put focus on delivery of responsive and sensitive health services to its transgender population.The Goal of this program is to improve the holistic health and well-being of a transgender individual in response to his/her and community-identified needs. This also include opening of TRANSCENDENCE, the first transhealth wellness clinic in the Philippines. We have created framework and the road map, and will start capacity building activities by 1st quarter of 2017. Last June 2016, a Local Health Board Resolution was passed supporting the creation of the Quezon City TransHealth Program and the Creation of the Transhealth Wellness clinic.

Quezon City STI HIV/AIDS Council

The 1998 AIDS Law stipulates that every LGU in the country should have an AIDS council, supported by contributions from each of the member departments. The Quezon City STD and AIDS Council (QCSAC), established in 1999, is tasked with setting the direction of and coordinating AIDS and STD prevention programs in the city that are implemented by the LGU and non-government organizations. Alongside the Quezon City Health Department, the QCSAC formulates policies and guidelines, and coordinates activities and funding for the AIDS response. Members include all departments and offices of the city government, the Philippine Red Cross, CSOs (including organizations serving key affected populations) and others. It is chaired by the Mayor, with the Head of the City Health Department as the co-chair.

The QCSAC aims to be a model AIDS council, with a defined budget from each department, however small. The Council meets every month, and minutes go to the Mayor, department heads, stakeholder organisations, etc. Many, if not all, of the NGO implementers/partners are invited to the monthly QCSAC meetings even if they are not members. All implementers and development partners are invited to an annual HIV/AIDS program implementation review (PIR) to evaluate progress and plan for the next cycle. As of the beginning of 2014, this will take place on a quarterly basis.

Quezon City has issued a number of local ordinances in support of the AIDS response, the first of them predating the 1998 AIDS Law. The key ordinances are:

  • Ordinance SP-380, S-95 1996: institutionalised   Quezon City‟s prevention campaign against HIV, AIDS and other sexually transmitted diseases.

  • Ordinance SP-838, S-99 1999: formed the Quezon City STD/AIDS Council (QCSAC), defined its functions and membership, as part of the City‟s response to the of HIV, AIDS and other STD.

  • Ordinance SP 1053, S-2001, or the Quezon City AIDS Prevention and Control Ordinance: strengthened the QCSAC by giving it a mandate to ensure the comprehensive implementation of five STD/HIV/AIDS Prevention Policies, including the availability of prophylactics and other information materials in all registered entertainment establishments.

  • Ordinance SP-2210, S-2013, “an ordinance prohibiting all for perceived or suspected or even found to be positively infected with HIV in workplaces within the   territorial jurisdiction of Quezon City.”

  • Resolution No. 004, Series of 2016, Resolution on supporting the creation and adoption of a “Comprehensive TransgenderPrograminQuezonCity andHealththeCreation of TransHealth  Wellness Clinic”.

  • Resolution No. 005, Series of 2016, Resolution on the Adoption of on HIV, AIDS and STI for High School Students in.

  • Executive Order No. 5, Series of 2016, “An Order Institutionalizing as a Strategy for Strengthening-HIV/AIDSPreventionand Controlthe ProgramCity‟s STI Especially among Key Affected Population.

  • Ordinance No. Sp-2357, Series of 2014,  “an   OrdinanceomprehensiveProviding   forAnti-Discrimination Policy on the Basis of Sexual Orientation, Gender Identity and Expression   (SOGIE)”.

  • Ordinance No. Sp-2249, Series of 2013,  “An   Ordinance  Establishing   KKlinika Bernardo as a comprehensive Sexual Health Care Clinic Under the Quezon   City Health Depart ·  Ordinance SP-2504, S-2016, amending ordinance SP 1053, S-2001,  entitled   the „Q City  STI, HIV and   AIDS Prevention and   Control Or commitment of QC to the HIV response, strengthened QCSAC, strengthened anti-discrimination legislation, recognizing the rights to care, treatment and dignity of all people living with HIV.

  • Mayoral executive order 5, 2016was “an order institutionalizing strategy for strengthening-HIV/AIDSprevention theandcontrolcity‟sprogramespeciallySTIamong key affectedsic]mentioningpopulation”MSMandTGWasthe[most-at-risk and most urgent target audience for peer education. It called for the following:

  • The appointment of a formal peer education coordinator

  • Establishing qualification standards for recruitment of peer educators o The definition of standards for their role and responsibilities

  • The institutionalization of continued training and skills-building of peer educators, rather than one-off training events;

  • The development of a supervision structure for peer educators

  • Better M&E of the results of peer education on the overall response to HIV of Quezon City.

A review of Ordinance 1053 in 2011 by ACHIEVE for the Local Government Academy, with UN support, found several shortcomings in the implementation of its major provisions.[3]

Moreover, there may be a need to update the legislation (which focused on HIV prevention among FSW) to better reflect the changing profile of the epidemic in Quezon City.

Following PNAC‟s identification of Quezon City in 2012 as accelerated HIV and AIDS response, the City became a focus for intensified technical assistance

and capacity development under the UN Joint Programme on AIDS, facilitated by UNAIDS and a number of its co-sponsors.

In 2012, PNAC nominated Quezon City as the Philippi Zero initiative (based on criteria that included epidemic burden, available epidemiological, programmatic and policy information, and potential for good-neighbor influence among other priority areas), and in 2013 implemented a Rapid Assessment Survey as an initial step in strengthening the localization of AIDS responses among LGUs.

QC Nutrition Program Gets DOH Special Recognition

The Quezon City Government, through the QC Health Department-Nutrition Section, received recognition for its successful nutrition promotion program in the city’s 142 barangays.

The National Nutrition Council – National Capital Region of the Department gave the “Special Award on Best in Program Effectiveness” to the QC Government during the Regional Nutrition Awarding ceremony held at Heritage Hotel, July 27, 2018.

The city’s Nutrition Committee was also cited for its active participation in the 2018 Monitoring and Evaluation of Local Level Plan Implementation (MELLPI), and for conducting simultaneous promotional events on food gardening, as well as its continued support of the Philippine Plan of Action for Nutrition.

According to the Nutrition Section of the City Health Department, the prevalence rate of malnutrition among children in the city has declined from 0.8 in 2016 to 0.5 in 2018 based on their General OPT Plus 2018 report.

The General Operation Timbang (OPT) Plus is an annual weight-and height-taking activity conducted by the National Nutrition Council (NNC) and the Barangay Nutrition Scholars (BNS) of local government units (LGUs).

OPT Plus is an information system conducted in the barangay level to get information on food security by tracking the prevalence of malnutrition among children in the community. OPT Plus also helps to identify children who are obese, overweight, wasted and stunted. It also serves to locate families with malnourished children.

Leticia De Guzman, City Adolescent Health Coordinator the conduct of the Adolescent Health Summit with a theme of “To Catch You, Hold You & Never Let You Go” and the launching of QCHD Teen Walk To Health and of Munting Maria video in collaboration with other partner agencies: Department of Health –NCRO, UNICEF , Center for Health Solutions & Innovations(CHSI) and Commission on Population. This was also supported by the Office of Councilor Lala Sotto, the Chairperson of the Committee on Health. It was held in December 6, 2016 at the QCX, QC Memorial Circle. The objective of this event was: to address the issues on the prevention of risky behavior and the promotion of healthy alternatives among the adolescents, It also focused on improving and maintaining their health and well – being. The event started at 8:00 AM with a Zumba exercise led by fitness instructors from the Office of Councilor Allan Reyes. The QCHD staff also prepared a flash mob of petty wap dance craze and San Francisco High School students performed an interpretative dance. Special guest during the event was Hon. Lala Sotto and the guest of honor was Hon. Mayor Herbert M. Bautista who delivered the inspirational message to the youth during the opening ceremonies. He emphasized the need for the youth to focus on their studies and avoid risky behavior to prevent HIV/AIDS and teen-age pregnancy among adolescents. The QC’s “Teen Walk to Heath” was formally opened by Mayor Herbert Bautista and Dra. Verdades Pena Linga,City Health Officer III. The activity included an educational and entertaining interactive exhibits, video showing, fun workshops, fun games, song and dances. In Teen Walk to Health there were 8 stations were the participants can interact. These were being managed and supervised by trained health workers. However, in the first station an Interactive Exhibit , trained teen counselors interactively facilitated the activity in which there were 2 Panel Displays in · Station 1 showcasing the following: No longer a child( Body Changes/gender awareness) Eat well, live well( BMI, healthy options) I am what I am ( Self-image and self-esteem) Friends or more than friends( Romance) No to smoking, drinking and drugs (Prevention of risky behavior) Be safe, be healthy, be free( self-knowledge and regulation) My future...(life-planning) What I want to say...(self-expression) Station 2 – Munting Maria is a film showing about teenage pregnancy which was developed in partnership with UNICEF, The effects of early pregnancy in the life of the adolescent, her family and community was thoroughly discussed. Station 3 – HIV and ME is about HIV/STI awareness and prevention Station 4 – My Life My Choice is a film about life choices and how decisions affect the future of young people. This also teaches them refusal skills or how to say ‘no’ to avoid risky behavior and its consequences. Station 5 – Young Healthy Mind is a workshop on Mental Health wherein the adolescents are asked about emotions felt regarding significant adults in their lives. They are taught it is alright to feel bad at times and to vent out these negative emotions in a manner that will not harm anybody especially themselves. Station 6 – Beautiful Smile is on Oral Health Care. They are taught about the importance of caring for one’s teeth through pictures and illustrations. The effets of smoking oj oral health was also emphasized. Station 7 – Go Forth and Bear Fruit is about Adolescent Reproductive Health. They are taught about avoidance of early sexual initiation and pregnancy. Station 8 – I am strong , I am free is about Child protection. It is a film showing about child prostitution and the role of the community to ensure safety of these children so as to save their lives. Plenary Session(Sing and dance with me)is the closing program, where all the adolescents finally met and participatedin singing and dancing. Songs were chosen to depict proper decorum during courtship and how to handle a relationship. There was a portion where the health workers sang a song about the youth and life lessons. The session ended with the song ‘Hawak Kamay’ to demonstrate partnership of QCHD with the youth in taking care of their health. The event was attended by 501 participants, 343 were adolescents composed of 45 % (156) students from the selected High Schools(San Francisco HS, Old Balara HS, North Fairview HS, Novaliches HS, and Doña Rosario HS, Culiat HS, Flora Ylagan HS, and Holy Spirit HS). While 55 % (187) were Out Of School Youths from the selected barangays(Commonwealth, Batasan Hills, Old Balara, Culiat, to name a few) in QC. Whereas 158were guests and health personnel from QCHD. Present also in the event wasMr. Miguel Tan-Felix GMA Talent and U4U Youth Ambassador to serve as an inspiration to the youth. The QCHD givesrecognition and acknowledgement to the participating schools in coordination with the Division of City Schools in allowing their students and teachers toparticipate in the summit, as well as Barangay Chairmen and their Councils in supporting the participation of the selected OSY of their barangays. The QCHD’s Adolescent Health Team was also supported by QC offices like the OM, OVM, City Council, PAISO, QCITDO, DPOS, BOC and the QCX. It was a very fruitful and successful event for our adolescent through the guidance and blessing of our God Almighty.
