Rio has had a problem with people gathering on sidewalks in densely populated business districts of Campo Grande, Santa Cruz and Bangu. Also, business operators have been reopening not long after they are closed by municipal guards. Pollution is already in itself a health crisis and a danger — and pollution joined up with coronavirus is a particularly dangerous cocktail.
